Le <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Centre Africain de Veille et d\u2019Intelligence \u00c9conomique<\/span><\/span> (CAVIE) accompagne depuis plusieurs ann\u00e9es les d\u00e9cideurs africains dans l\u2019analyse de ces investissements structurants, en mettant l\u2019accent sur l\u2019anticipation des risques, la lecture g\u00e9o\u00e9conomique et la valorisation strat\u00e9gique des projets publics. Le lancement par l\u2019\u00c9thiopie d\u2019un nouvel a\u00e9roport g\u00e9ant \u00e0 Bishoftu s\u2019inscrit pleinement dans cette logique de comp\u00e9titivit\u00e9 \u00e0 long terme.<\/strong><\/p><p data-start=\"1107\" data-end=\"1199\"><strong>Bishoftu, un projet d\u2019infrastructure pens\u00e9 comme levier de puissance<\/strong><\/p><p data-start=\"1201\" data-end=\"1614\">L\u2019\u00c9thiopie a officiellement engag\u00e9 la construction de l\u2019a\u00e9roport international de Bishoftu, situ\u00e9 \u00e0 une quarantaine de kilom\u00e8tres d\u2019Addis-Abeba, avec l\u2019ambition d\u2019en faire la plus grande plateforme a\u00e9roportuaire du continent \u00e0 l\u2019horizon 2030. Con\u00e7u pour r\u00e9pondre \u00e0 la saturation progressive de l\u2019a\u00e9roport international de Bole, le projet marque un changement d\u2019\u00e9chelle majeur dans la strat\u00e9gie a\u00e9rienne nationale.<\/p><p data-start=\"1616\" data-end=\"2069\">Dot\u00e9 de quatre pistes et d\u2019infrastructures capables d\u2019accueillir jusqu\u2019\u00e0 270 avions, l\u2019a\u00e9roport devrait traiter dans une premi\u00e8re phase environ 60 millions de passagers par an, avant d\u2019atteindre \u00e0 terme une capacit\u00e9 estim\u00e9e \u00e0 110 millions. Cette mont\u00e9e en puissance vise avant tout \u00e0 accompagner la croissance de <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Ethiopian Airlines<\/span><\/span>, pilier central de la diplomatie \u00e9conomique du pays et acteur majeur de la connectivit\u00e9 africaine.<\/p><p data-start=\"2071\" data-end=\"2668\">Au-del\u00e0 de la performance technique, le projet r\u00e9pond \u00e0 une vision g\u00e9o\u00e9conomique assum\u00e9e. Les autorit\u00e9s \u00e9thiopiennes ambitionnent de positionner le pays comme un hub intercontinental de premier plan, capable de renforcer les \u00e9changes intra-africains, d\u2019\u00e9largir les corridors commerciaux et de soutenir la dynamique de la <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Zone de libre-\u00e9change continentale africaine<\/span><\/span>. Comme l\u2019a soulign\u00e9 le Premier ministre <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Abiy Ahmed Ali<\/span><\/span>, cette infrastructure doit contribuer \u00e0 am\u00e9liorer la connectivit\u00e9 du continent tout en consolidant la comp\u00e9titivit\u00e9 internationale du pavillon national.<\/p><p data-start=\"2670\" data-end=\"3252\">Sur le plan financier, le chantier repr\u00e9sente un investissement massif, estim\u00e9 \u00e0 plus de 12 milliards de dollars. Environ 30 % du financement devrait \u00eatre assur\u00e9 par Ethiopian Airlines, tandis que le solde proviendrait de pr\u00eateurs internationaux. La <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Banque africaine de d\u00e9veloppement<\/span><\/span> joue un r\u00f4le cl\u00e9 dans le montage financier du projet, en tant qu\u2019arrangeur principal mandat\u00e9 pour mobiliser les ressources n\u00e9cessaires. Cette structuration financi\u00e8re illustre l\u2019importance croissante des partenariats multilat\u00e9raux dans la r\u00e9alisation des grandes infrastructures africaines.<\/p><p data-start=\"3259\" data-end=\"3330\"><strong>Entre opportunit\u00e9 strat\u00e9gique et d\u00e9fis structurels<\/strong><\/p><p data-start=\"3332\" data-end=\"3855\">Le projet de Bishoftu illustre la mani\u00e8re dont un \u00c9tat africain peut utiliser une infrastructure a\u00e9roportuaire comme levier de comp\u00e9titivit\u00e9, d\u2019influence r\u00e9gionale et d\u2019int\u00e9gration \u00e9conomique. Toutefois, cette ambition s\u2019inscrit dans un environnement encore contraint. Selon les projections de l\u2019<span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Association du transport a\u00e9rien international<\/span><\/span>, le trafic a\u00e9rien africain devrait cro\u00eetre durablement au cours des prochaines d\u00e9cennies, mais la rentabilit\u00e9 des compagnies du continent demeure faible compar\u00e9e aux standards mondiaux.<\/p><p data-start=\"3857\" data-end=\"4501\" data-is-last-node=\"\" data-is-only-node=\"\">Dans ce contexte, l\u2019enjeu pour l\u2019\u00c9thiopie \u2013 comme pour de nombreux \u00c9tats africains \u2013 est de transformer l\u2019investissement infrastructurel en avantage concurrentiel r\u00e9el. Cela suppose une gouvernance strat\u00e9gique fond\u00e9e sur l\u2019intelligence \u00e9conomique, la ma\u00eetrise des co\u00fbts, l\u2019optimisation des flux et la s\u00e9curisation des cha\u00eenes de valeur. C\u2019est pr\u00e9cis\u00e9ment \u00e0 ce niveau que l\u2019expertise du CAVIE prend tout son sens : aider les \u00c9tats \u00e0 passer d\u2019une logique de construction \u00e0 une logique de performance, afin que les grandes infrastructures deviennent de v\u00e9ritables catalyseurs de souverainet\u00e9 \u00e9conomique et de croissance durable pour l\u2019Afrique.<\/p><p>La
